The HPRP Program

The Homelessness Prevention and Rapid Re-Housing Program (HPRP) is part of the American Recovery and Reinvestment Act of 2009 (ARRA). The Homelessness Prevention and Rapid Re-Housing Program provides funding to social service organizations so that they can assist participants and families who are homeless or likely to become homeless without temporary assistance.

Meeting HPRP Requirements

Cities, counties, and states can apply for the HPRP grants. Each grant has a maximum value of $500,000, and must be used within three years. Organizations using HPRP funds must be able to assess participant and family needs, provide services which help to keep the participants in their homes, and then report appropriate participant service and demographic information to the US Department of Housing and Urban development.

Domestic Violence Provisions

Funds can be used in assisting domestic violence victims who meet the specified criteria. However, HUD requires that domestic violence data should be stored in a separate data management system from the HMIS in order to maintain client confidentiality.

Using Efforts to Outcomes (ETO™) Software

Social Solutions provides complete support for HPRP, HMIS, domestic violence, and many other programs in ETO software. This web based application is quickly and easily deployed, and includes pre-defined templates and reports specifically designed for HPRP, HMIS, domestic violence, and more. Important product features include:

  • Over 300 pre-defined reports (including the QPR report for HPRP and HPRP-DV)
  • Unduplicated participant counts
  • Data validation and data quality reporting
  • Quick, easy data aggregation
  • Tracking of all HPRP, HMIS, and HPRP-DV related efforts and outcomes.

Commitment to Human and Social Services

HPRP support builds on Social Solutions’ national commitment to helping human service organizations in areas such as youth, workforce, family, education, housing, emergency, and health related services. Social Solutions’ customers include HMIS Continuums of Care (CoC) such as Boston HMIS and Cambridge HMIS, Boulder County, the City of Hartford, Harlem Children’s Zone, Catholic Charities, United Way, YWCA, and the Annie E. Casey Foundation. Social Solutions plays an important role in domestic violence programs, serving nationally known domestic violence agencies such as House of Ruth, Elizabeth Stone House, and the National Family Justice Center.
