Harlem Children's Zone®: Using Efforts to Outcomes (ETO™) Software Since 2005

Nearly one in five children in the United States live in poverty. Those children face significant obstacles in their struggle to escape the poverty cycle, and are unlikely to live up to their true potential without well coordinated support and social services. Geoffrey Canada set out to improve the odds of success for these children with the Harlem Children’s Zone®.

In a 97 block portion of Harlem – one of New York’s poorest neighborhoods – the Harlem Children’s Zone® is a collaborative community services environment which has achieved remarkable outcomes in the last ten years. Outcomes notable enough to attract President Obama’s attention, along with thousands of human and social service organizations.

Harlem Children’s Zone® applies five core principles in serving the youth in their community:

  • Serving the entire neighborhood, with at least 65% of the children in that area
  • Creating holistic support programs that surround the child throughout their life – not just in terms of education but in terms of fitness, personal development, and much more
  • Building community support with residents, institutions, and stakeholders
  • On-going, evaluative review and analysis of program outcomes
  • Creating a culture of success with accountability, passion, leadership, and teamwork
  • Harlem Children’s Zone® selected ETO in 2005, and has been using it on a daily basis ever since, because of its ability to support these key elements of success.

Going Beyond Case Management

As a leader in human services, Harlem Children’s Zone® realized that a truly unique software product would be required to support their mission and objectives. The software would have to include case management capabilities. But it would have to do far more than simply count the number of services provided, and the dates of service. It would also have to effectively measure efforts and outcomes for all aspects of social services, from education, to fitness, health, workforce counseling and support, family services, and much more. These services would have to be delivered in a collaborative and coordinated fashion by dozens of private, nonprofit, and government organizations.

Supporting Diverse Program Needs

ETO software enables HCZ® to track efforts and outcomes as applied to virtually any youth and family service program, from early childhood learning, to after school programs, to health, substance abuse, employment counseling, and much more.
